ASPCA Pet Health Insurance (ASPCA PHI) is one of the oldest pet insurers in the nation, having insured over 400,000 pets since their inception in 1997. ASPCA PHI one of the few insurers to offer preventative coverage as well as accident-only options.


Breadth of Coverage

While ASPCA PHI only offers coverage for dogs, cats, and horses (no birds or exotics), their coverage is fairly comprehensive. ASPCA’s Complete CoverageSM plan, available nationwide, covers exam fees and costs of diagnostics and treatment for accidents, illnesses, hereditary conditions, and behavioral issues (something many insurers do not cover).

In addition, ASPCA PHI offers comprehensive coverage for preventative care as an add-on to your policy, as well as the option for accident-only coverage. With the optional preventative care options there is no waiting period, and it’s not necessary to satisfy your deductible before you can receive reimbursements. Per-item limits apply to all covered preventative care services, so if you do not use a particular covered wellness item, you lose the benefit.

There is no age limit on your pet’s eligibility or coverage if your pet becomes ill, although pre-existing conditions are not covered, which is standard among insurers. However, if your pet is free from symptoms, treatment, and cured for 180 days, the condition is no longer considered pre-existing (except for knee and ligament conditions, which will not be covered if the condition occurs before the coverage effective date or during the waiting period).

ASPCA PHI does cover some non-traditional options such as microchipping, alternative therapies, prescription food and supplements, and stem cell treatments.

With ASPCA PHI, there is no network; you are free to use any veterinarian, specialist, or emergency clinic you choose. There is a waiting period for illness and accident coverage of 14 days, and as with most pet insurers, there is no coverage offered for pre-existing conditions, breeding costs, or cosmetic procedures.

Accessibility of Products

While age and certain breeds can certainly drive up coverage prices, a Complete Coverage policy starts at around $25 per month and can go up to over $200 per month.

Policy premiums can be paid online using the website policy holder’s Member Center or mobile app using a credit/debit card or ACH withdrawal, or through automatic deduction from your bank account. You can choose to be billed monthly, quarterly, semi-annually, or annually.

Your monthly cost is then calculated, based on simple questions you answer about your pet including type, breed, age, and zip code.

Policy features are clearly explained, and commonly asked questions are presented and answered throughout the process. In addition, the blog at the website offers articles further explaining policy benefits and the nuances of obtaining pet insurance, and policy terms are clearly stated.

ASPCA PHI does not require your pet’s medical records in order to obtain a policy. However (and this information is not readily available at the website), your pet’s full medical history is required to process claims, which is cumbersome and could produce unwelcome surprises and delays when you need coverage most.
